Threw $800 at a 'premium' PPC agency in Chicago and got nothing back

They promised 4x ROAS in 3 months, but after 8 weeks I was down $800 with zero conversions and they blamed my landing page. Has anyone actually had a good experience with these flat-fee ad agencies or are they all smoke and mirrors?

Wait, they charged you eight hundred bucks and after two months you had zero conversions? That is insane, man. I mean zero is a pretty hard number to hit, you have to actually try to get zero. I feel like even a bad campaign would accidentally get you at least one or two clicks that turned into something, right? The landing page excuse is the oldest one in the book, they always blame something else when they can't deliver. I just don't get how a "premium" agency can't even get a single sale for that kind of money, that is robbery.
