Elm trees along the Willamette in Eugene look rough this spring

I was driving through Eugene last week for a family thing and noticed a huge row of elms near the river path. Maybe a third of them have thin canopies, some with dieback on the upper branches. Is this just the usual Dutch elm pressure around here, or did the wet winter do something extra? Anyone else seeing this pattern in their area?
