Why does everyone say 'we should hang out' but never make plans?

I mean, it happens all the time after casual chats. Like at the grocery store, someone from my gym said it, and we never followed up.

Ugh, the "unused membership cards" thing is too real. I signed up for that fancy gym by my office last January, swore I'd go at lunch. Went like four times. Now my running shoes are still in the box and I feel a little pang of guilt every month when the charge hits my bank account. Yep, my collection is growing.
