Rant: Why do people keep sanding through the clear coat on late-model Honda bumpers?

I swear I see this at least once a week at our shop in Seattle. Someone brings in a 2020 Civic or Accord with a bumper that's already peeling like crazy because some other shop or backyard guy took a DA to it without checking the paint thickness. Honda uses that super thin clear from the factory. I measured one at only 1.2 mils last month. How are you supposed to buff it out when there's barely anything there? Do you guys even test before you sand, or just go for it?

Wait, only 1.2 mils from the factory? I knew Honda clear was thin but that's basically nothing, that's insane. You'd have to be a complete maniac to just start sanding on that without checking first, I can't believe shops are that careless.
