My anvil face was way softer than I thought

I had a Harbor Freight anvil for years and assumed the face was hardened enough. Swung a chisel wrong last month and put a ding in it, so I ran a file test and it cut way too easy. Anyone else ever check their anvil hardness the hard way, or did I just buy junk?
