My neighbor told me his rose bush only bloomed after he stopped watering it so much
He said he cut back to just once a week last spring, and it finally flowered in July. Has anyone else had a plant thrive from a bit of neglect?

My lavender is the same way, it just wants to be left alone. I read somewhere that overwatering makes the roots lazy so they don't grow deep to find water. Stress from a little drought can actually trigger flowering in a lot of plants. I killed my first rosemary by being too nice to it.
