Just found out Calgary's empty home tax numbers and I'm torn on it

I was reading the city's 2024 report and it says over 2,800 properties got hit with the empty home tax, but only 56 owners actually paid the fine so far. The rest are appealing, which could take until next spring to sort out. On one hand, I get that people don't want to be taxed for a cabin they only use in summer, but on the other hand, we have a rental vacancy rate under 3% and families are desperate. My own crew works on condos downtown and half the units in one building are dark all year. Does this tax actually push owners to rent, or is it just a paperwork mess? Curious what folks here think the city should do next year with the appeals piling up.

Did anyone track how many of those 2,800 actually sat empty versus just being used seasonally?
