Visited the Florida Keys and saw solar panels on every third house, like a weird pattern

Honestly, I was down in the Keys last month for a long weekend, and I couldn't help but notice that some neighborhoods had solar panels everywhere, but others had none at all. It was like the rich blocks had them and the working class blocks just had old AC units humming away. Why is it still a luxury item in a place with 300 days of sun per year? Shouldn't the state be offering zero-interest loans or something to spread them out instead of just letting the wealthy cut their bills? Has anyone else seen this kind of pattern where you live?

Working class blocks just had old AC units humming away" is exactly what I saw when I drove through the lower Keys last spring. The rich houses had Tesla panels and battery walls sitting pretty, but the houses with young families and old trucks out front were still burning through power bills. It drives me nuts how a place that gets hammered by sun all year still treats solar like a rich person's toy instead of a basic utility upgrade.
