So if damp air ruins the cure, your plastic cover could just be hosting a moisture party.

Good call on waiting for dry weather to mix. However, damp air can wreck the cure just as much as the mix. Concrete needs to lose water slowly as it hardens. High humidity stops this from happening right, leading to weak spots. You should cover the fresh concrete with plastic or use a curing compound. It's not just about when you mix, but how you protect it after.

But if it's already humid, @the_jamie, a cover just traps the damp air in.
