Why does everyone forget to wet the subgrade before pouring?

I watched a crew pour a 40 foot driveway last Friday in Fresno and they didn't wet the dirt first. The slab sucked up all the moisture from the mix and it crusted over before they could even finish troweling. My old boss always made us spray it down the night before, says it prevents shrinkage cracks and helps the cure. Am I wrong for thinking this is basic stuff or do some guys just not care?
