Phishing test at my job turned into a full office panic

Last Tuesday our IT guy sent a fake 'urgent password reset' email to everyone, and my coworker Dave clicked it and then tried to warn the whole floor by yelling about hackers. Security had to pause the drill because three people actually called the police non-emergency line about a data breach. Has anyone else had a security test spiral out of control like this, or is my office just special?
