Question about scaling a detail sheet at 1:1 when the title block already has a scale printed on it

I keep seeing junior drafters in our Phoenix office scale viewport text to match the title block label instead of the actual plot scale, and last week that cost us a 3 hour reprint on a 24 sheet set, so I'm wondering if anyone else has a checklist step that catches this before the plotter runs.
