Flat boxes on steel studs still kicking my butt after 10 years

Last week I had a job in Tacoma, all steel studs in a new office build. My flat boxes kept bubbling on the screw heads no matter how I loaded the mud. I tried setting the screws deeper but then the paper tore. Anyone got a trick for getting a clean flat finish on steel studs without having to do a second skim pass?
