Just walked a new construction site in Phoenix that had me worried
I was out at a new build near Chandler yesterday and noticed the rough-in for the main panel had the neutrals and grounds all mixed on the same bar with no bonding jumper installed. That's a code violation and a shock hazard waiting to happen. Has anyone else been seeing sloppy work like this on new builds lately?

Hold up, I actually don't see it the same way. A lot of new builds around Phoenix are using a common bond bar system where the neutral and ground share the bar on purpose, it's not a mistake. The bonding jumper gets installed at the first means of disconnect, which is usually the main breaker outside or the meter main combo, so you might not see it at the subpanel rough-in. I've checked with a couple of inspectors out here and they said as long as the bond is made at the service disconnect, mixing neutrals and grounds on the same bar is fine in the subpanel. It only becomes a shock hazard if there's a separate ground rod or a missing bond at the main disconnect, which is a different problem. Have you confirmed the service entrance setup on that site?
