Neighbor in Boise said my retaining wall was overkill at 4 feet, now two sides of the yard are arguing about it

I built a 4 foot retaining wall out of block back in June because the slope behind my garage in Boise kept washing out every spring. My neighbor Dale watched the whole thing and said I was wasting $900 on overbuilding, that a 2 foot timber wall would have done the job fine. Now half the guys on my block say Dale is right and I should have saved the money, and the other half say he is nuts because the water has to go somewhere. I am stuck in the middle of this and honestly not sure who to believe anymore. Has anyone here dealt with a slope that keeps moving, and did you go tall and solid or short and cheap?
